Phase one of the Mullan BUILD project is substantially complete.  Some minor activity is planned through July to finish up punch list items, and complete pavement markings on the two roundabouts. Thank you for your patience throughout 2022 and 2023 construction season. This will be the final email update.

Crews are present throughout the Mullan area the week of July 3-7. We anticipate next week's BUILD update to be the final email update for this project.

CONSTRUCTION UPDATE

 

MARY JANE BOULEVARD

Crews have completed bioswales and clean-up work at the north end of Mary Jane Boulevard near Broadway and Flynn Lane.

 

Crews have completed a final seal on the Mary Jane Boulevard and Mullan Road roundabout. Final striping will take place here this week.

 

ENGLAND BOULEVARD

England Boulevard between Flynn Lane and George Elmer Drive is open to traffic. Striping has been completed. Permanent road signs have been added, and crews are seeding the sides of the roadway. 

 

GEORGE ELMER DRIVE

Seeding and final sidewalk/trail work will close out construction in this location. 

 

Crews have completed a final seal on the George Elmer Drive and Mullan Road roundabout. Final striping will take place here this week.

 

FLYNN LANE

Work is complete at the Flynn Lane and Mullan Road intersection. Fence work has also been completed.

 

OVERALL PROJECT 

Clean-up, signage, bioswales and final concrete work will take place in the coming week as construction comes to a close. Traffic control will be present in the Mullan area, and drivers may experience delays.

The federal grant, coupled with $8 million of local funding from the City and County, will support the first phase of the Mullan BUILD project construction. Work is complete at the Flynn Lane and Mullan Road intersection. Drivers may notice crews fence work this weekend.

The Montana Department of Transportation is conducting pavement preservation operations on West Broadway, also known as Old Hwy 10 (US 10), from the intersection of West Broadway and US Highway 93 (US 93), near Love’s Truck Stop to the Reserve Street overpass, north of Costco. Seeding for landscaping in the roundabout medians is completed. Due to rain, the closure mentioned last week is pushed out.  There will be a brief closure on Mary Jane Boulevard between Mullan Road and Melrose Place through June 7. Detour routes will be indicated with signs. Lastly, next week, final chip sealing will take place on Mullan Road surrounding the Mary Jane Boulevard/Mullan Road roundabout. Due to materials used to chip seal, drivers may experience 10 – 20- minute delays traveling through this area.

 

Crews also remain at the north end of Mary Jane Boulevard near Broadway and Flynn Lane to complete bioswales.

Flynn Lane will be closed at the Mullan Road and Flynn Lane intersection from May 15 – May 19 in order to reconstruct the intersection.Hellgate School and all residents located in this area will have access to their properties. Drivers will be directed to use Mary Jane Boulevard to access Mullan Road and directed through Chelsea Drive and England Boulevard to connect to Flynn Lane.

CONSTRUCTION UPDATE

 

MARY JANE BOULEVARD

Crews have completed the majority of concrete work in this location and are now completing the remaining sidewalk pours. Seeding for landscaping in the roundabout medians will take place in the middle of May. Decorative concrete pouring in the center of the roundabout medians is also almost complete.

 

Crews also remain at the north end of Mary Jane Boulevard near Broadway and Flynn Lane, completing utility work, trails and ADA sidewalks. Crews will soon be seeding and striping in this area.

 

ENGLAND BOULEVARD

Paving will begin on England Boulevard in mid-May. Following that, 3-4 days of paving, striping and seeding will occur. Shortly thereafter, in late May, England Boulevard between Flynn Lane and George Elmer Drive will be open to drivers.

 

GEORGE ELMER DRIVE

Bike path and final roundabout work are taking place on the south end of George Elmer Drive near Mullan Road. Luminaires installation continues this week. Paving in this area will begin May 8. During paving, drivers traveling east will be directed to use the frontage road instead of the southern side of the roundabout through May 10.

 

During this time, crews will be completing the following work:

• Milling out the temporary asphalt on Mullan Road.

• Paving the final asphalt lift (top surface).

• Finishing roundabout curbs.

• Roundabout landscaping.

 

Following this closure, landscaping will finish up work in this area.

 

FLYNN LANE

Flynn Lane will be closed between Chelsea Drive and Mullan Road from May 15 – May 19 for pothole filling and striping. Hellgate School and all residents located in this area will have access to their properties. During this time, drivers will be directed to use Chelsea Drive and England Boulevard to connect to Mary Jane Boulevard for detours around this street closure.

MARY JANE BOULEVARD

The week of May 1 - 5, construction crews remain near the Mary Jane Boulevard and Mullan Road roundabout. Crews have completed the majority of concrete work in this location and are now completing final sidewalk pours. Seeding for landscaping in the roundabout medians will take place in the middle of May.

 

Crews also remain at the north end of Mary Jane Boulevard near Broadway and Flynn Lane, completing utility work and prepping for trails and ADA sidewalks. Crews will be striping in this area.

 

ENGLAND BOULEVARD

Crews have completed dry wells and curb on the future England Boulevard connection. Paving will begin in a few weeks. Updates will be provided as this work approaches. Lines will be painted mid-May. 

 

GEORGE ELMER DRIVE

Bike path and final roundabout work are taking place on the south end of George Elmer Drive near Mullan Road. Luminaires installation will start this week. Paving in this area will begin May 8.  During paving, drivers traveling east will be directed to use the frontage road instead of the southern side of the roundabout through May 10.

 

During this time, crews will be completing the following work:

 

• Milling out the temporary asphalt on Mullan Road.

• Paving the final asphalt lift (top surface).

• Finishing roundabout curbs.

 

FLYNN LANE

On May 5, the northbound driving lane on Flynn Lane from England Boulevard to Camden Street will be detoured. 

 

Flynn Lane will be closed between Chelsea Drive and Mullan Road from May 15 – May 19 for pothole filling and striping on Flynn Lane and Mullan Road in this area. Hellgate School and all residents located in this area will have access to their properties. During this time, drivers will be directed to use Chelsea Drive and England Boulevard to connect to Mary Jane Boulevard for detours around this street closure.

The week of March 20 – 24, drivers will continue to see crews near the Mary Jane Boulevard and Mullan Road roundabout. Crews will be removing the detour on the south end of the roundabout and begin work on sidewalks and bike lanes in this area. Drivers may experience minor delays.

Missoula County, in partnership with the City of Missoula, will resume construction on the Mullan BUILD project the week of March 13. Roadwork will take place from March through June, weather permitting.

 

In 2022, crews completed work on the northern and southern portions of Mary Jane Boulevard. In addition, crews added two roundabouts to Mullan Road at the intersections of George Elmer Drive and Mary Jane Boulevard. They also completed improvements at the north end of George Elmer Drive where the street will intersect with England Boulevard.  

 

Starting in the spring of 2023, BUILD project team members will return to complete the final touches on these roadways, such as sidewalk and bike lane installation, trail construction, lighting, chip sealing andpavement markings. Crews will also complete the street extension of England Boulevard that will connect Flynn Lane and George Elmer Drive.

 

Specifically, the week of March 13, crews will be present around the roundabout at Mary Jane Boulevard and Mullan Road. Drivers will not be impacted as crews will be off the roadway. 

 

In addition, Kiewit Corporation, the project’s contractor, will begin roadwork on the England Boulevard connection this March. Drivers will also notice utility work and roundabout lighting installation beginning along Mullan Road. Delays of up to 10 to 15 minutes can be anticipated when traveling throughout the project area from March to June, weather dependent.  

 

Please remember to SLOW DOWN in the work zone and be mindful of workers, nearby students and other cars.

CONSTRUCTION UPDATE:

All major roadwork remains paused for the winter. Weather permitting, construction in the Mullan area (Mary Jane Boulevard, George Elmer Drive, England Boulevard) will resume in the spring of 2023.

 

In the meantime, drivers may see permanent signage in the area being updated or replaced.

 

In addition, lighting fixtures for the George Elmer Drive/Mullan Road and Mary Jane Boulevard/Mullan Road roundabouts are anticipated to be installed this February, weather permitting.

 

Construction details will continue to be communicated as spring approaches.

CONSTRUCTION UPDATE:  

 

Mary Jane Boulevard North

Mary Jane North project improvements are complete for this construction season.

 

The Montana Department of Transportation (MDT) has a separate project on West Broadway, and crews are installing a signal at the intersection of Mary Jane Boulevard and West Broadway, weather permitting. The MDT project also includes improvements at the intersection of Flynn and West Broadway, requiring traffic control along West Broadway.  Please follow traffic sign information for detours and local access. Mary Jane Boulevard South & Roundabout

Traffic is now entirely on the roundabout. The roundabout is fully open and Mary Jane Boulevard provides a connection to Broadway Street. As weather permits, crews will continue working outside the curb and gutter and installing initial lighting facilities. Due to streetlight lead times, streetlights will be installed in January of 2023. In the meantime, additional signs and delineators have been added to promote safety. 

 

George Elmer Drive & Roundabout

Crews paved the first lift for the eastbound traffic, and the second lift will be paved in the spring of 2023. Crews have also paved Marie Drive and completed the frontage road. The George Elmer Drive roundabout is now fully open in its winter configuration. George Elmer Drive between Pius Way and Abby Lane is also planned to open soon. 

 

England Boulevard

Shaping and grading the existing ground will continue next year, along with installation of curb, gutter, and paving. Due to cold weather and snow, the roadway improvements along England Boulevard between George Elmer Drive and Flynn Lane will be paused in the coming weeks and picked up again in 2023.

 

General Updates 

As mentioned above, Mullan Road's two roundabouts are almost fully completed!  The lighting, sidewalks, landscaping, and RRFB’s at both roundabouts still need to be installed, and some paving, curb pours, and median islands remain on the George Elmer roundabout.  While some improvements are still to come, the roundabouts are fully operational at this point.

Mary Jane Boulevard North

Most of the Mary Jane North project improvements are complete for this construction season. The remaining scope will be focused on the back side of the curb and gutter to ensure proper drainage this winter.

Traffic is now entirely on the roundabout. As weather permits, crews will continue working outside curb and gutter and start installing initial lighting facilities. Weather permitting, the roundabout is expected to be fully open on Tuesday, November 15, allowing access north along Mary Jane Boulevard.

 

George Elmer Drive & Roundabout

Crews paved the first lift for the eastbound traffic, and the second lift will be paved in the spring of 2023. Crews have also paved Marie Drive and completed the frontage road. The George Elmer Drive roundabout is now fully open in its winter configuration. George Elmer Drive between Pius Way and Abby Lane is also planned to open soon.

 

England Boulevard

Shaping and grading of the existing ground continue, along with geotextile and subgrade material placement. Due to incoming cold weather and snow, the roadway improvements along England Boulevard between George Elmer Drive and Flynn Lane will be paused in the coming weeks and picked up again in 2023.

Final paving is expected to take place in mid-November. During paving operations, the Mullan Road and George Elmer Drive intersection will be limited to one lane and flaggers will be present to direct traffic. Updates will continue to be provided as the potential paving date approaches. The George Elmer Drive roundabout will be fully opened to traffic throughout the winter.

 

England Boulevard

George Elmer Drive between Mullan Road and Bell Tower Road remains closed through the end of construction season for roundabout installation. The first phase of paving has been completed. This week, drivers will be directed to use the westbound lanes of the roundabout while paving takes place on the eastbound lanes and the access road south of the roundabout. In the coming weeks, as work is completed in this area, the roundabout will be fully opened, and the frontage road detours will be removed.  George Elmer will be fully opened to traffic later this fall after completion of necessary activities.

 

England Boulevard

Shaping and grading of the existing ground has now begun, along with the placement of geotextile and subgrade material. This is in preparation for curb and gutter work. The roadway improvements along England Boulevard between George Elmer Drive and Flynn Lane may be completed as soon as this fall depending on weather and other factors.  If England Boulevard is complete this fall, it will be open to traffic this winter.

This traffic shift is allowing crews to prepare for paving the access road south of the roundabout.  The roundabout and access to Mary Jane will be complete this fall, and the roadway will be fully opened to traffic later this fall.

 

George Elmer Drive & Roundabout

George Elmer Drive between Mullan Road and Bell Tower Road remains closed through the end of construction season for roundabout installation. The first phase of paving was completed last week. Soon, drivers will be directed to use the westbound lanes of the roundabout. In the coming month, as work is completed in this area, the roundabout will be fully opened, and the frontage road detours will be removed.  George Elmer will be fully opened to traffic later this fall after completion of necessary activities.

Connected to this, but part of a different MDT project, crews are working on the installation of a signalized intersection where Mary Jane Boulevard connects to Broadway. The MDT project also includes improvements at the intersection of Flynn and Broadway, which will require traffic control along Broadway.

 

The Flynn Lane and Broadway intersection is closed. Drivers can use Mary Jane Boulevard to access Broadway.

 

In addition, a detour remains on Mullan Road located immediately east of Flynn Lane. The westbound traffic has been shifted onto the roundabout, and eastbound traffic will be on the detour for one or two more weeks. Here, crews are continuing paving of the roundabout and utility work at the intersection of Mary Jane Boulevard and Mullan Road. 

 

George Elmer Drive between Mullan Road and Bell Tower Road remains closed through the end of construction season for roundabout installation. Traffic continues to be detoured. Drivers are directed through the detour on Mullan Road via the newly constructed frontage road. George Elmer roundabout concrete paving will take place this week.

CONSTRUCTION UPDATE:

 

Various traffic changes are taking place in the coming weeks. These locations are bolded below.

Major roadwork has wrapped up at the north end of Mary Jane Boulevard. Striping has been completed.  

 

Connected to this, but part of a different MDT project, crews are working on the installation of a signalized intersection where Mary Jane Boulevard connects to Broadway.

 

This MDT project also includes improvements to the Flynn Lane/Broadway intersection. The Flynn and Broadway intersection will be closed starting the week of Monday, September 19. This closure will be present for 2-3 weeks. All businesses on this stretch of Flynn Lane will be accessible. Traffic will be directed to use Mary Jane Boulevard to access Broadway.

 

In addition, a detour remains on Mullan Road located immediately east of Flynn Lane. The west bound detour will be shifted onto the roundabout on Monday, September 19. Here, crews are continuing paving of the roundabout and utility work at the intersection of Mary Jane Boulevard and Mullan Road. 

 

George Elmer Drive between Mullan Road and Bell Tower Road remains closed through the end of construction season for roundabout installation. Traffic continues to be detoured. Drivers are directed through the detour on Mullan Road via the newly constructed frontage road. 

 

Starting Monday, September 19, a closure will be present at the intersection of England Boulevard and Flynn Lane. Detour signs will direct traffic to alternate routes. The closure will take place for 3 – 5 days as water main and intersection improvement work is completed. Similar to past weeks, utility and water work is taking place on England Boulevard between Flynn Lane and George Elmer Drive.

Open House on September 27

The City of Missoula and Missoula County invite you to attend an open house discussing construction and traffic control details for the Mullan BUILD project in Missoula. 

 

On Tuesday, September 27, the Mullan BUILD team will host an open house at the Hellgate Elementary School Cafeteria, Building 3 on Flynn Lane from 4:30 p.m. to 6:30 p.m. No formal presentation will be made. Project team members will be present to answer questions about the construction schedule, roundabout designs on Mullan Road, multi-modal transportation elements, surrounding area projects and more. 

 

The goal of the Mullan BUILD project is to support residential and commercial development while also honoring and being sensitive to the surrounding environment. Select roadway and subsurface construction is in progress on Mary Jane Boulevard, Flynn Lane, George Elmer Drive, Mullan Road and England Boulevard. Missoula County and the City of Missoula received a $13 million federal BUILD grant to construct a new road network in the Mullan area. This isn’t enough to fund the entire infrastructure system, which is estimated to be a $40 million project. As such, Mary Jane Boulevard South; Mary Jane Boulevard North; George Elmer Drive; and England Boulevard will be constructed (beginning in the spring of 2022 and finishing in 2023]. These elements have been prioritized as the locations with the most immediate benefit to the public. The project elements not delivered within this phase will be funded through additional impact fees, grants, and other local funding sources. Additional details are available on the BUILD website.

Starting Monday, September 19, a closure will be present at the intersection of England Boulevard and Flynn Lane. Detour signs will direct traffic around the intersection closure. This week, crews are working on the roundabout truck apron, approach preparation, and concrete pours.

 

George Elmer Drive between Mullan Road and Bell Tower Road remains closed through the end of construction season for roundabout installation. Traffic continues to be detoured. Drivers are directed through the detour on Mullan Road via the newly constructed frontage road. Here, crews are working to excavate the roundabout in this location.

 

Next week, a closure will be present at the intersection of England Boulevard and Flynn Lane. Detour signs will direct traffic to alternate routes. The closure will take place for a few weeks as water main work is completed.

The week of August 8 through August 15, paving and utility work is taking place between Broadway and Veterans Way. This work is associated with the Mullan BUILD Project. Connected to this, but part of a different project, crews are starting the installation of a signalized intersection where Mary Jane Boulevard connects to Broadway. This project also includes improvements to Flynn Lane/Broadway intersection. Traffic detours will be present as Flynn Lane and Mary Jane Boulevard will be partially closed for periods of time to facilitate the construction.  


A detour remains on Mullan Road located immediately east of Flynn Lane. Here, crews are working to level material in the area in preparation for the roundabout that will soon connect to Mary Jane Boulevard. 


Similar to past weeks, George Elmer Drive between Mullan Road and Bell Tower Road is closed through the end of construction season. Traffic continues to be detoured. Please watch for signs.


Lastly, utility work is taking place on both sides of England Boulevard.

Thank you for your patience and understanding as active construction continues in the Mullan area.


The week of August 1 through August 8, crews remain in similar locations to last week.


Roadwork is taking place on the north end of Mary Jane Boulevard. Specifically, paving is occurring between Veterans Way and Flynn Lane. As new asphalt is placed, barricades will be located to keep traffic off of the fresh asphalt. Please stay off the roadway where specified.


A detour remains on Mullan Road for the Mary Jane Boulevard roundabout in this location.  Gravel placement is taking place in preparation for paving.


In addition, George Elmer Drive between Mullan Road and Bell Tower Road is closed through the end of the summer. Traffic will be detoured, and drivers should expect delays. 


Utility work and topsoil removal is also beginning on England Boulevard. 


Please prepare for 5-10 minutes of delays when traveling through any of the above work zones. 

July 25, 2022

Roadwork continues on the Mullan BUILD project. Please remember to SLOW DOWN and be mindful of other cars, signage, crews and equipment when entering a work zone. 


The week of July 25 through August 1, drivers will notice utility work continuing on Mullan Road for the Mary Jane Boulevard roundabout in this location. A detour remains here. Soon, gravel placement will take place in preparation for paving.


Crews are also present at the north end of Mary Jane Boulevard for the connection through to Broadway. Paving will take place this week and Flynn Lane will be limited to one lane during paving operations. Crew members will be present to direct traffic.


Lastly, roadwork is taking place on the south and north end of George Elmer Drive. The north end of George Elmer Drive between Mullan Road and Bell Tower Road is closed through the end of the summer. Traffic will be detoured, and drivers should expect delays.

The week of July 18 through July 25, drivers can continue to expect a detour on Mullan Road in preparation for the Mary Jane Boulevard and Mullan roundabout. This week, crews will be leveling the area with dirt. Traffic will be impacted. Please expect delays.


Kiewit and consultants are also present at the north end of Mary Jane Boulevard near Flynn Lane and Veterans Way. This location will be prepped for paving. No impacts to traffic are taking place.


Lastly, travelers will notice crews and equipment on the north and south portions of George Elmer Drive. The north end of George Elmer Drive between Mullan Road and Bell Tower Road will be closed beginning Wednesday, July 20, in preparation for the roundabout at George Elmer Drive and Mullan. Traffic will be detoured to alternate routes, and drivers should expect delays.

This area will soon be paved in preparation for a connection from Mary Jane Boulevard through to Broadway. Drivers will be directed via lights on Flynn Lane as crews work their way through Mary Jane Boulevard.

June 27, 2022

The week of June 27 through July 3, drivers can expect the north shoulder of Mullan Road between Dublin Street and Flynn Lane to be closed. This shoulder closure is allowing crews to construct a temporary detour for the roundabout going in on the south end of Mary Jane Boulevard on Mullan. The speed limit will be reduced and may cause a few minutes of delay. Both lanes of traffic will be open.


Crews will not be working on Monday, July 4.


After the fourth of July holiday, a detour will be present on the south side of Mullan Road across from Mary Jane Boulevard. Drivers will be directed through the detour. 


Questions on the roundabout design? Roundabouts are relatively new to Montanans and it’s understandable that neighbors may have questions or concerns about this design selection.


Roundabouts are proven safety measures as they significantly reduce crashes that result in serious injury or death. Roundabouts promote lower speeds, reduce conflict points for drivers and are designed to efficiently move traffic and function well for trucks and very large vehicles. June 20, 2022

The week of June 20 through June 27, crews will be working near Camden Street and Flynn Lane and are headed towards Veterans Way. This work is in preparation for the extension of Mary Jane Boulevard to Broadway.


Depending on favorable weather, on June 27, drivers can expect the south shoulder of Mullan Road between Dublin Street and Flynn Lane to be closed. This shoulder closure will be present as crews build a temporary detour for the roundabout. The speed limit will be reduced and may cause a few minutes of delay. Both lanes of traffic will be open.


Details will be provided on the detour as the end of June approaches.


Please slow down in the work zone and watch for other vehicles, pedestrians, crew members and posted signage. 

June 13, 2022

The week of June 13 through June 20, drivers can continue to expect delays when traveling through the Mullan BUILD project area. Please slow down and watch for other drivers, equipment and crew members. 


Construction crews are completing work off the roadway on the south end of George Elmer Drive. This will have no impact to traffic.


Meanwhile, drivers and residents will also notice crews placing gravel north of Mary Jane Boulevard. This is the groundwork for the connection between Mary Jane Boulevard through to Broadway Street.

June 6, 2022

The week of June 6 through June 13, drivers can expect a few minutes of driving delays throughout the Mullan BUILD project area. Kiewit construction crews are continuing earthwork operations and will begin sewer utilities on the south end of Mary Jane in preparation for the roundabout. 


In addition, crews will be present at Camden Street/ Flynn Lane and at the north end of George Elmer Drive. 


Meanwhile, the City of Missoula is beginning widening work on Mullan Road at the future intersection of Chuck Wagon Drive. Please visit this webpage for more information.

Missoula County, the City of Missoula, and contractors have partnered with Kiewit Construction to complete the Mullan BUILD project, which is anticipated to be substantially completed by the end of 2022. The work includes infrastructure and roadway construction of Mary Jane Boulevard South, Mary Jane Boulevard North, England Boulevard, George Elmer Drive, and two roundabout intersections along Mullan Road (Mullan/George Elmer Drive and Mullan/Mary Jane Boulevard).


Crews will not be present on Monday, May 30 for the Memorial Day holiday.


The week of May 31 through June 6, drivers can expect limited delays. Kiewit Construction crews continue to work on the north end of Mary Jane Boulevard. Utility work is also occurring on the southern portion of Mary Jane Boulevard and the northern section of George Elmer Drive. 


Signs will be posted to slow down throughout the area however, traffic control will be limited, and drivers should not anticipate delays.


Thank you to all those who attended the open house at Hellgate Elementary on Thursday, May 26. The project team will hold another public event later this summer.

May 2022 Update: Open House

In partnership with the City of Missoula, Missoula County invites neighbors and interested parties to attend a Mullan BUILD project open house event on Thursday, May 26, from 4 – 6 pm at the Hellgate Elementary cafeteria in building three on Flynn Lane. 

Now that construction has started, the BUILD project team welcomes community members to ask questions and review the project's design plans during this event. The open house will allow the public to review maps one-on-one with team members and ask specific questions about their property and the overall construction schedule. 


Kiewit Corporation, the project’s contractor, has started utility and road work in the Mary Jane North and Broadway area and on George Elmer Drive. Neighbors have likely already experienced traffic control and delays throughout the region. The project team hopes to answer questions, provide resources, and discuss what folks can anticipate with upcoming construction during this open house.


There will be no formal presentation.

The work includes infrastructure and roadway construction of Mary Jane Boulevard South, Mary Jane Boulevard North, England Boulevard, George Elmer Drive, and two roundabout intersections along Mullan Road (Mullan/George Elmer Drive and Mullan/Mary Jane Boulevard).


The week of May 16 through May 23, construction continues in the Mullan area. A closure of George Elmer Drive will occur May 17 – May 19 on the south end of this street near its intersection with Mullan Road. A detour will be put in place via Roundup Drive. Travelers will notice detour signs to direct traffic flow. Please prepare for delays when traveling this route. 

 

A public meeting is being held on Thursday, May 26 from 4-6pm at the Hellgate Elementary Cafeteria in Building 3 on Flynn Lane. All are welcome to pop-in anytime to ask the project team questions. No formal presentation will be made.


Be mindful of workers, equipment and other drivers when traveling through the area.

For the week of May 9 to May 16, drivers can continue to anticipate sewer utility work on Mary Jane Boulevard, Flynn Lane and Broadway in preparation for the road connection to Broadway.  


Crews are also present on the south end of George Elmer Drive. A closure will occur May 17 – May 19 on the south end of George Elmer Drive near the 44 Ranch Subdivision. A detour will be put in place via Roundup Drive. Travelers will notice signs to direct traffic flow. Please prepare for delays when traveling this route. 


Slow down, watch for signs, equipment and crew members throughout the area.

For the week of May 2 to May 9, the southern access near Summit Beverage on Flynn Lane will continue to be closed. A shoofly (a temporary detour that carries traffic around roadwork) on the north end of Flynn Lane will remain to detour drivers around active sewer and utility work.


In the coming weeks, crews will be present on the south end of George Elmer Drive. Be mindful of signs and slow down throughout the Mullan area. 


In mid-May, a closure will occur for three days on the south end of George Elmer Drive near the 44 Ranch Subdivision. A detour will be put in place. Please prepare for delays when traveling this route.

Missoula County, the City of Missoula and contractors have partnered with Kiewit Construction to complete the Mullan BUILD Project, which is anticipated to be substantially completed by the end of 2022. The work includes infrastructure and roadway construction of Mary Jane Boulevard South, Mary Jane Boulevard North, England Boulevard, George Elmer Drive, and two roundabout intersections along Mullan Road (Mullan/George Elmer Drive and Mullan/Mary Jane Boulevard).


For the week of April 18 to April 25, Kiewit will continue utility work along the north end of Mary Jane Boulevard. Traffic control including flaggers will be set directing cars from one lane to another in the coming weeks as crews work in this area. A detour will be added as crews move to complete utility work on the south end of Mary Jane Boulevard. Drivers should expect a few minutes of delay at this time.

Missoula County, the City of Missoula and contractors have partnered with Kiewit Construction to complete the Mullan BUILD Project, which is anticipated to be substantially completed by the end of 2022. For the week of April 13 to April 20, Kiewit Corporation, the project contractor, is completing potholing and utility work before diving into full construction.  Drivers and pedestrians can expect to see crews and equipment completing potholing fills on Mary Jane Boulevard South and North. This includes the use of flaggers to direct traffic. Please anticipate minor to no delays.

March 2022

Missoula County, in partnership with the City of Missoula, announces that construction on the Mullan BUILD project will begin next month. 

Missoula County officials received final approvals from the Federal Highway Administration this week.

Kiewit Corporation, the project’s contractor, will begin roadwork at the Mary Jane North and Broadway area in early April. Drivers will also notice utility and shoulder work beginning along Mullan Road. Complete road construction will take place this summer and early fall. In 2022, Missoulians can anticipate construction occurring on Mary Jane Boulevard, George Elmer South and England Boulevard, as these are the initial priorities of the project. Drivers can anticipate delays of up to 10 -15 minutes when traveling throughout the project area from April to October. Updates will be provided regularly on construction progress and anticipated delays. 

Missoula County received a $13 million federal BUILD grant to construct a new infrastructure network in the Mullan Road area. The federal grant, coupled with $8 million of local funding from the City and County, will support the first phase of Mullan BUILD project construction. The BUILD project will ultimately play an integral role in how Missoula will grow. A network of streets will be built to improve connectivity and provide access to current and future homes and businesses.

In case you missed the previous update, Missoula County, in partnership with the City of Missoula, announced a Mullan BUILD project schedule change. Initial construction was slated to begin later this summer and now has been pushed to the spring of 2022 due to unforeseen funding challenges. 

Limited availability of materials and labor have led to cost inflation in current bid prices. The Mullan BUILD team has continued communication with contractors, re-analyzed costs, tried to find flexibility in the schedule and made every effort to move forward with construction this year. The project plan prioritized elements of the project (Mary Jane Boulevard, George Elmer South, England Boulevard) and scenarios for future funding remain the same. The only change is the timeframe of initial construction shifting from 2021 to 2022. The team anticipates being able to complete the majority of the construction by the end of 2022 if available funding, and project budgets align. 

With this information in mind, the BUILD team is currently working to acquire additional funding, finalize Federal BUILD grant agreement steps, and continue conversations regarding right of way and development efforts in the area.

In the coming months, updates will be fairly quiet unless there is significant new information to announce. We will inform all stakeholders as progress is made. We anticipate more significant updates towards the beginning of fall and early winter.

Happy June! We hope you are enjoying the beginning of summer. Please see below for important updates on the BUILD project. 

Missoula County, in partnership with the City of Missoula, announce a Mullan BUILD project schedule change. Initial construction was slated to begin later this summer and now has been pushed to the spring of 2022 due to unforeseen funding challenges. 

Limited availability of materials and labor have led to significant cost inflation in current bid prices. Current project costs exceeded available funding, forcing the team to re-evaluate the project schedule. The additional time will allow the Mullan BUILD team to seek additional local funding, further analyze material costs and move forward with the official grant agreement for the BUILD funding.


Throughout this process, the Mullan BUILD team has been in communication with contractors, re-analyzed costs, tried to find flexibility in the schedule and made every effort to move forward with construction this year. The project plan, prioritized elements of the project and scenarios for future funding remain the same. The only change in the timeframe is initial construction moving from 2021 to 2022. With better prices in the spring, the team anticipates being able to complete the majority of the construction by the end of 2022. 

Missoula County received a $13 million federal BUILD grant to construct a new infrastructure network in the Mullan Road area. The federal grant, coupled with local funding from the City and County, will fund the first phase of the Mullan BUILD project. Project leads estimate that $40 million of funding is required to complete the entire project. Because of the large funding gap, future project phases will be constructed as additional funding becomes available. Prioritized elements of work to go in the 2022 construction season include Mary Jane Boulevard, George Elmer South and England Boulevard. Other projects, such as utility extensions and minor intersection improvements related to development, will still proceed in 2021 separate of the BUILD project.

The Mullan BUILD team, including Missoula County, the City of Missoula and consultants, have completed the 100 percent design plans. These plans are linked on this webpage. Plans include intersection designs, landscaping, pavement marking, signing details and more. Now that design plans are complete, the BUILD team continues to finalize the acquisition of necessary right-of-way and seek additional funding for future phases of the entire project. 


Prioritized elements of the project, including portions of Mary Jane Boulevard South, Mary Jane Boulevard North, George Elmer South and England Boulevard, will go into construction scheduled to begin this summer. This initial construction phase will take place throughout 2021 and 2022. However, the timeframe is subject to change based on weather and contractor availability. Any schedule updates will be communicated moving forward as needed. 


As initial roadwork nears this summer, email updates will become more regular to ensure that residents are kept up to date. Please send neighbors or any interested parties our way if they would like to subscribe.


In addition to this, prior to and during construction season, opportunities will be available for the public to engage with the project team. The BUILD team encourages and values feedback and comments throughout the process seeing that much of the greater project is yet to be designed.

Virtual Open House: APRIL 6

You are invited to a virtual open house on Tuesday, April 6 at 11:30 a.m.


Registration is required, and you may register for this event using this link. This virtual meeting will be held via Microsoft Teams and will include an initial presentation as well as three breakout sessions. The initial presentation will include introductions, background information on the BUILD project, an overview of breakout session content, and more.


Immediately following the initial virtual meeting, three breakout sessions will take place via Microsoft Teams. The dial-in information will be provided to all registered participants. These sessions will be held on three topics including (a) design features (roundabouts, parking concerns, etc.), (b) construction schedule (anticipated impacts, construction priorities, etc.), and (c) funding + future priorities (impact fees, future funding, etc.) 


Each session will be attended by category experts to answer questions. These breakout sessions will function as open discussions and not presentations. Every attendee is welcome to join any breakout session any time (bouncing between all three is encouraged). Please let me know if you have any questions.

Mullan BUILD Project Update

As a reminder, the Mullan BUILD team has completed the 90 percent project design plans which you can view on the webpage at this link. Please note, these plans are comprised of the project’s prioritized elements including portions where construction is deferred to subsequent phases of the project once additional funding is acquired. 


In addition to finalizing design plans to the 100 percent level, the team is currently focused on BUILD grant agreements, acquiring needed right-of-way and seeking additional funding for future phases of the entire project. 

Construction is tentatively scheduled to begin early summer 2021. This 


initial construction phase will take place throughout 2021 and 2022. However, this timeframe is subject to change and schedule updates will be communicated moving forward.


Impact Fee Funding

Impact fees will continue to supplement funding for the remainder of the BUILD project. As of March 2, 2021, the City of Missoula City Council has approved the use of impact fees on new developments in the greater Mullan area. The addition of these fees will allow for more elements of the BUILD project to be completed in the coming years. Now that the ordinance has been adopted, fees will go into effect on March 31, 2021. Mullan BUILD Project Update:

As a reminder, the Mullan BUILD team has completed the 90 percent design plans for the project.  These plans are available on the BUILD webpage at this link. These designs include specific intersection details, irrigation elements, drainage landscaping, lighting and electrical work, and much more. However, please note, these plans include designs for the prioritized elements of the project, inclusive of portions where construction is deferred to subsequent phases of the project once additional funding is acquired. 


After this 90% package is approved by the BUILD project team, which includes experts from the City of Missoula and Missoula County, DJ&A Engineering will be focused on a 100% design plan. Throughout all of these steps, the project team has been focused on prioritizing specific areas of work (Mary Jane Boulevard South, Mary Jane Boulevard North, George Elmer South, England Boulevard) to fit within current project funding confines provided by the BUILD grant. In addition to design plans, the team will be focused on finalizing BUILD grant agreements, acquiring needed right-of-way and seeking additional funding for future phases of the larger project. 


Construction is tentatively scheduled to begin late-spring 2021. This initial construction phase will take place over 2021 and 2022. The timeframe is subject to change.


To provide background, the Mullan BUILD team, inclusive of DJ&A Engineering, City of Missoula and Missoula County representatives, and more, initially applied for BUILD grant funding and received $13 million in total. This required a prioritization of specific project elements in order to move forward with the limited funding. Project element prioritizations listed above will be completed in this initial phase of work (2021, 2022), dates subject to change. As additional funding is acquired via impact fees or grant funding, the entire project throughout the Mullan area can be delivered. 


Seeking Additional Funding:

As described above, impact fees are being considered as a potential avenue for funding the reminder of the BUILD project. Throughout February and early March, the City of Missoula is presenting plans to City Council via a Public Hearing scheduled for February 22. Additional discussion dates and information is posted on the City website linked here as well as on our BUILD webpage linked here. Details to come as the month progresses.

Mullan BUILD Project Update:

The Mullan BUILD team has completed the 90 percent design plans for the project. They have more accurately determined costs and additional factors when narrowing project locations advancing to construction this year with the available funding. Additionally, the BUILD team is continuing to work towards the completion of all the right-of-way necessary for project elements that may not be constructed with the first round of funding.


As many understand, this project is being completed with limited funding through the BUILD grant. This includes work on Mary Jane Boulevard South, Mary Jane Boulevard North, George Elmer Drive South, and England Boulevard. This work will take place tentatively in 2021 and 2022 as the initial phase of the project.


The team’s goal is to complete all project elements and identified improvements in addition to the prioritizations listed above including Grant Creek restoration, Tipperary Way Trail, etc. The plan is to complete the entire project scope once additional funding and right of way is acquired.  More updates to come.


Please note, the tentative schedule for select road and subsurface construction will begin late-spring 2021. Initial construction will take place over both 2021 and 2022 and is anticipated to be substantially completed by November 2022. The most significant construction will occur in 2022. To reiterate, this timeframe is for the first phase of work within the current funding confines. However, the schedule and time frame are subject to change. 


Open House: 

The media and public are invited to a virtual open house in early April. Registration and details for this event will be located at this link. More information to come.


This open house will be structured similarly to past public meetings. There will be a brief presentation covering project design plans, parking, lighting, the construction schedule and general elements to be aware of. Then, the project team will conclude with a question-and-answer session to make sure that all attendee questions and concerns are addressed prior to 2021 construction beginning.
